Tax withheld from an Employees’ Pension lump-sum withdrawal payment may be refundable after a separate tax filing. The withheld amount and the refund you eventually receive are different figures. This guide helps you prepare the questions and records needed for that filing.
Which tax procedure applies?
The procedure is the retirement-income taxation election, taishoku shotoku no sentaku kazei. It is distinct from departure-year income tax filing. The National Tax Agency’s examples include an Employees’ Pension lump sum and use the year of its payment determination.
A full refund is not automatic. Other retirement payments, overlapping service periods and special calculation rules can affect the result. Discuss these with the tax office or a qualified adviser, using the NTA’s retirement income guidance.
Arrange a tax agent
The Japan Pension Service’s English instructions say to appoint a tax agent with an address or residence in Japan. If you left without submitting the notification, they explain that it can be submitted with the tax return. Leaving first does not by itself mean this option has been lost.
Agree who will prepare the return, handle questions, receive correspondence and arrange any refund. If buying professional help, ask who is responsible for tax advice and filing, what their qualifications are, and exactly what the fee covers. Appointment as a tax agent alone is not evidence of professional tax qualifications.
Keep the payment notice and supporting records
The same pension instructions direct you to send the original payment determination notice to your tax agent. Retain a copy first. If the original is lost or unavailable, ask the issuing organization and tax office what to do; do not assume a scan will suffice.
Prepare a folder containing the notice, agent notification and submission record, other retirement payment records, relevant service dates and correspondence. Ask the tax office which additional identity and account documents apply to your filing method.
Confirm timing and the refund route
The NTA election guidance allows filing from the following January 1, or earlier once the relevant retirement payment total is fixed. Ask the tax office to confirm your filing year, earliest filing date and final deadline. The pension claim’s two-year limit is not the tax refund filing deadline.
- Request a copy of the submitted return and the calculation behind the requested refund.
- Confirm the receiving account and how any money will be forwarded to you.
- Separate the approved refund from professional fees and transfer costs.
- Keep the payment record and reconcile the final amount received.
For example, if an approved refund were JPY 100,000, an agreed total service charge JPY 15,000 and transfer costs JPY 2,000, your net proceeds would be JPY 83,000. This is an arithmetic illustration, not a market fee quote or an estimate of your tax refund.
Before arranging a transfer, read our guide to payment routes and transfer costs. Confirm the actual route with the providers involved; a representative cannot assume that your personal transfer-service funding details accept their payment.
