Japan Pension Withdrawal or Totalization: Check Your Eligibility Before Choosing

By JP Tax Guide • • 3 min read

Before claiming a Japanese pension lump-sum withdrawal payment, check whether your pension record already qualifies you for a future pension. A social security agreement can change that answer. The available options depend on your actual coverage, so a comparison based only on age, salary or nationality can be misleading.

Sources checked September 13, 2026. This guide provides general information; the relevant pension authorities determine your entitlement.

Start with eligibility, not the estimated payout

Japan’s qualifying period for an old-age pension is generally 120 months. It can include more than months of paid contributions. The Japan Pension Service’s current guidance says that if eligible periods totalized under an agreement bring your Japanese qualifying period to 120 months or more, you cannot claim the withdrawal payment. Ask the pension office to assess your full record before applying. See the official withdrawal application guidance, pages 3–4.

Use this first consultation to establish which options are legally available. Having worked in Japan for fewer than ten years does not, by itself, establish withdrawal eligibility.

An agreement does not always allow totalization

Social security agreements can prevent double contributions and can also help people qualify for pensions by combining eligible coverage periods. These are separate functions. The agreements with the United Kingdom, South Korea, China and Italy do not provide pension-period totalization, according to the Japan Pension Service agreement overview.

For example, someone with eight years of Japanese coverage and fifteen UK years should not simply add them together under the Japan–UK agreement. Other countries’ rules and other qualifying periods still need individual checking.

Check the agreement covering the pension system where you were insured. Do not choose an agreement solely from your passport or assume that three countries’ periods can all be combined in one calculation.

What combining periods actually does

Totalization can help satisfy qualifying-period requirements. It does not turn overseas contributions into money transferred to a Japanese pension account. Each authority applies its own benefit rules. Japan’s guidance on pension benefits under agreements also explains that multiple partner-country records are normally considered separately under each agreement, rather than pooled together indiscriminately.

Ask both authorities for the eligibility result, the basis of any benefit estimate and the applicable claiming age. A combined qualifying period does not mean you receive a full pension from each country or begin receiving both on the same birthday.

Understand which periods withdrawal removes

Receiving a withdrawal payment invalidates all Japanese pension coverage periods before the claim, including periods beyond the payment calculation cap. Those periods cannot later be used for totalization. Keeping them preserves the possibility of using them under applicable rules; it does not guarantee a particular future pension amount. See the official application warnings.

The payment cap is a separate issue. The current tables generally use a maximum of 60 months when the relevant final month is April 2021 or later; older periods can have a 36-month cap. The relevant month differs by pension scheme. Check the official payment tables and our withdrawal-cap guide.

Prepare a comparison you can actually use
